NASCSA RESOLUTION 99-01
WHEREAS, the medical use of opioid analgesics is essential for the treatment of pain in many patients;
WHEREAS, opioid analgesics have a potential for abuse and are controlled substances;
WHEREAS, the National Association of State Controlled Substances Authorities (NASCSA) is committed to a "balanced" approach to drug control, in which abuse prevention does not interfere with drug availability for legitimate medical and scientific purposes;
WHEREAS, a medical and scientific reassessment of the use of opioid analgesics for pain is producing changes in clinical practice and state regulatory policies;
WHEREAS, the "Model Guidelines for the Use of Controlled Substances for the Treatment of Pain" were adopted by the Federation of State Medical Boards of the United States, Inc. in May, 1998;
THEREFORE BE IT RESOLVED, that the National Association of State Controlled Substances Authorities endorses the "Model Guidelines for the Use of Controlled Substances for the Treatment of Pain" as a reasonable set of principles to guide healthcare professionals as well as regulators and law enforcement.
